Consider: The commissioner will be chosen by New York's Board of Regents -- whose chairman, Merryl Tisch, and members were hand-picked by Assembly Speaker Shelly Silver. That's because the entire Legislature must sign off on all new Regents at a joint session, and Assembly Democrats -- who answer to Silver -- control the process.
