Can small districts race to the top?
Last year, Alabama finished dead last in Race to the Top, an Obama administration reform effort that requires states to compete for federal funding. Next time it may be Anniston, Jacksonville, Oxford and the county all racing against each other –- and thousands of other school districts –- for that money.
