Schools are being closed in Detroit, attendance is declining, students are competing for spots in the few high schools that are left.... Can charter schools fill the gap and improve student performance?

Sounds like IL is trying to join the chorus of states wanting to make performance based accountability work in the land of Lincoln. Perhaps a comparison or two to what other states are doing would make this article worth reading.
